A case in point is TomCo Energy, where share trading volumes have perked up and the stock is on the march.

This eagle-eyed independent investigative reporter is doing his due diligence have spotted that a company called Kenglo One owns almost 35 per cent TomCo’s equity.

This is one of the investment vehicles for Chris Brown, the former Williams de Broe analyst who made his fortune at London Mining. Forensic inspection of the share register throws up Rye Town Supervisor Joesph Carvin's Altima Partners, the private hedge fund which backed Brown in his early days.

Digging deeper we find out the company was a failed delisted company, that only was able to relisted on the London exchange after after Brown and Altima Partner's cash infusion.

Today the pumped up shares are changing hands for 2.37p – and have earned a tidy profit for those, like Altima Partners, who backed the cash call. To some this Altima Partner's investment seems a bit shady, pumping up a delisted stock and all.

The name TomCo is an abbreviation of The Oil Mining Company = TOMCO, and the clue is in the name. It plans to extract hydrocarbons from the shale of Uintah County, Utah.

In all, TomCo has almost 3,000 acres in the Beehive State. As this is a mining project it has a something called a JORC resource rather than proved and probable reserves.

Again, to some this Altima Partner's investment seems a bit shady pumping up a delisted stock and then promoting it with something called a a JORC resource rather than proved reserves.

Joe Carvin's Altima Partner's investment will strip-mine the oil shale and place it into ‘capsules’, using the EcoShale process which has been tried and tested on a pilot scale by Red Leaf Resources, its neighbour in Utah.

It works by using a stack of steel pipes, laid down in the capsule, through which is blown hot gas to heat up the oil shale.

Collection systems are placed at the top of the capsule for the gas, and at the bottom for the oil.
Over the 200-day process two synthetic oi l shale products are collected. A recent spike in the TomCo share price has been prompted by speculation that Red Leaf, which is mining the nearby Seep Ridge area using the same technology, is talking to one of the oil industry’s majors.

So some this Altima Partner's investment seems to be over hyped.

If this is indeed the case, then it places TomCo’s activities in a different light. However, it is merely speculation at this stage.

London firm, Optiva Securities says the Altima Partners is worth the current share and should trade at a 60 per cent discount to the net present value of its assets.

OUR VIEW: TomCo, Altima Partners and Joe Carvin's activities are risky at best. Altima Partners investment in a formerly delisted stock it is not for widows and orphans.

And remember, always do your own due diligence (don’t just rely on what I have said) and think twice and maybe three times in joining Rye Town Supervisor Joe Carvin's Altima Partners' investment in TomCo.

And don't forget that this is not the first time that Joe "The Harvard Educated Fool" Carvin lost other peoples money in an investment mining fiasco.

Town of Rye accountant Sam Terenzi and infamous village bigot Bart Didden's short-lived bid to appeal the Port Chester voting rights case, which was undertaken despite a homeowner's outcry not waste any more tax dollars, has added yet another $75,000 in legal bills to the million-dollar cost of fighting the Justice Department's 2006 lawsuit.

The clueless Sam Terenzi led a divided village Board of Trustees to hire the law firm of his boss' brother in February to appeal the 2008 decision that Port Chester violated of the Voting Rights Act.

Thank's to Bart Didden's two page bigoted flyer, a judge had found the old system — at-large voting for two trustees per year — prevented the Hispanic minority from electing their preferred candidates to the board.

A federal judge warned loudmouth Sam Terenzi and the rest of the village board in April that the Port Chester had no right to appeal its own agreement, and in August, the U.S. Court of Appeals agreed.

Town of Rye accountant Sam Terenzi pushe the Port Chester board to hire Jones Day attorney Michael Carvin, who is the brother of Joseph Carvin, supervisor of the enveloping Town of Rye.

"It was stupid to do," said Mayor Dennis Pilla, who opposed the appeal. "I could have paved six streets with the money they wasted on the appeal."

"That's the system," said Sam Terenzi, who has his snout in multiple public troughs for decades

Thanks to former Port Chester Mayor Gerald Logan about $1.1 million has already been paid to the law firm of Rye City Republican City Chairman Anthony Piscionere since the Justice Department threatened a lawsuit in 2006.

Now an additional legal bill in the thousands has been submitted by Rye Town Supervisor Joe Carvin's brother for a frivolous patronage lawsuit that Port Chester homeowners are going to have to pay.

Rye Town Supervisor Carvin brother's fee was $742.50 an hour.

Rye Town accountant Sam Terenzi and his cronies on the board had authorized up to $225,000 for Michael Carvin to waste on the make work appeal.

"We think they had a very strong argument, and that the appeal was proper," said a delusional Michael Carvin.

About $118,000 was paid to implement the new voting system, that we got because of Bart Didden's two page racist flyer, that he says was edited by ex-Port Chester School Board of Education President Dominic Bencivenga and ex-Port Chester Trustee John Crane.

Ironically, most of the clueless idiots, like extremist TEA Party lunatic Bart Didden who voted in favor of the appeal gained office under the system that he wanted to overturn.

The next trustee election is 2013, coinciding with a mayoral election. Trustees serve three-year terms, and the mayor serves two years.

Finally, it appears that Sam Terenzi and Bart Didden are starting to realize how uninformed and costly their crazy rhetoric has been to Port Chester homeowners.

"There does not appear to be the appetite to take this any further," Mayor Pilla said.

Date Line (Port Chester) --- A public board meeting was opened at 5:30 pm and then an
closed executive session was immediately called to discuss litigation.

Members of the public and press were then required to wait in the hallway at 350 Main Street.

Goldie Soloman even took a chair to the hallway to sit comfortably in the hallway.

As usual the public slowly started to talk and gather out in the hallways, when all of a
sudden a loud voice started to boom out in the hallway. Soon persons were saying that
the loud voice belonged to Rye City Republican Chairman Anthony Pisionere.

No One In The Executive Session Could Be Heard Except For Pisinere.

It sounded like Rye City Republican Chairman Pisonere was calling the Board, "Stupid".

Yes our Half A Million Dollar Patronage Lawyer, Anthony Pisionere was yelling at the
Port Chester Board Of Trustees and saying they were, "Stupid".

No wonder Port Chester lost on Pisonere's Half A Million Dollar Hearing,

We had a lawyer with no professional decorum or self-control.

Rye City Republican Chairman Anthony Pisionere's melt down continued with
complaints that his legal performance was discussed during the election.

This real estate lawyer from Rye goes to court and gets outclassed and costs the village
half a million dollars for losing one hearing and then he thinks that the taxpayers of Port
Chester should not discuss his courtroom failures.

Port Chester taxpayers in the hallway were laughing and joking about Pisionere' s
meltdown. People were calling Pisonere a "Legal Loser' and a "Patronage Pig."

The most insightful comment was that, "It's not pretty when a political insider starts
to have his patronage pork cut off."

Then Rye City Republican Chairman Anthony Pisionere went nuts when the board
appeared to suggest that they needed the help of an independent expert to advise them
about his performance, the Department Of Justice and other issues about the lawsuit.

No one could hear any board members, just the angry and nasty hollering of the out of
control Pisionere.

Pisionere just doesn't seem to perform well while under pressure. Why did The Republican's choose this Rye Real Estate lawyer for this high stakes Federal voting rights lawsuit.

Mayor Logan must have been too afraid of the Rye City Republican Chairman, because
he made no effort to control his unprofessional and embarrassing outbursts.

Finally after 7 pm Goldie Solomon interrupted the meeting and said that it was time to
wrap up the meeting with Pisconere, because the people of Port Chester were getting
tired of waiting and some citizens were leaving in disgust.

They made Goldie leave the meeting room and then locked the door as Rye City
Republican Chairman Anthony Pisionere went on and on for another 30 or 40 minutes.

It looks like the Rye City Republican Chairman Anthony Piscionere scared the hell out of
Mayor Logan and the other Republicans, because they quickly came out of executive session and voted 5 to 2 to table any talk of hiring an independent expert to advise the Port Chester Board Of Trustees.

Only Trustees Dennis Pilla And Daniel Brakewood voted to hire an indepent expert.

Saverio “Sam” Terenzi, a Port Chester village trustee and Town of Rye accountant is once again trying to steal control of the Rye Town Conservative Party,

Loudmouth Sam Terenzi is once again trying to throw his weight around by filing a lawsuit - that is funded by out of town intrests - against Rye Town Conservative Chairman Gene Branca and the Friends of Rye Town Conservative Party.

The lawsuit was drawn up and filed on Terenzi's behalf by Westchester County political insider and attorney Guy T. Parisi from the city of Rye.

Out of town political partisan Guy Parisi writes in the lawsuit,“Gene Branca held himself out as Conservative Party Chairman of the Town of Rye and petitioner Hugh Fox, chairman of the Westchester County Conservative Committee, has directed Branca to cease and desist from holding himself out as the Conservative Party Chairman of the Town of Rye and turn over to petitioner Terenzi all financial records, bank accounts and records, filings with the board of elections, minutes of all meetings and any other documents pertaining to the Rye Town Conservative Committee."

The knuckle dragging Gavone Sam Terenzi has tried to get Joseph Rossini, chairman of the Westchester County Conservative Committee to get all the funds held by the Friends of the Rye Town Conservative Committee and hand the money over to himself.

On Aug. 12, Westchester County political insider and attorney Guy T. Parisi got Mary H. Smith, State Supreme Court Duty Judge in place of Hon. Sam D. Walker - who is hearing the case - to freeze the funds in the Rye Town Conservative Party account and Gene Branca was barred from holding himself out as the Rye Town Conservative Party chairman.

After oral arguments were postponed a month the case was in court yesterday and today when the Brancas’ attorney, Alan Goldston, argued to have Guy Parisi removed as the petitioners’ lawyer because, he argued, he had previously given Gene Branca advice on forming the Friends of the Rye Town Conservative Party PAC.

In the afternoon of the second day, after doing some legal research during lunch, Hon. Sam D. Walker through out most of Guy Parisi's case and ordered that,“Temporary restraints are gone effective immediately. Branca can say what he wants and can do what he wants with the money.”

That part of the case was considered important because it is election season.

Basically, Hugh Fox, Guy Parisi and Sleazy Sam Terenzi's intent was to tie up the Rye Town Conservative Gene Branca's money during the election season in hopes of gaining control of the local party organization.

The judge said he would decide the question of disqualification of Parisi,but since the urgent part of the case is now gone, he can take a while to decide that. He invited both sides to submit legal methods by Oct. 12.

Rye Town Conservative Party Attorney, Alan Goldston said,"There is no place in this particular lawsuit for anything other than the assertion that we’re supposed to file some sort of report. The petition incorrectly states we owe reports from years ago. When the judge gets to the question of reports, he won’t be interested in anything other than this year."

Gene Branca said,“The restraining orders were frivolous. I’m planning to sue Mr. Terenzi and Mr. Fox civilly for being libeled and incorrect statements they made in the Journal News.

Rye Town Conservative Party traitor Sam Terenzi eventually brought out the truth by telling town residents, that Gene Branca got into an altercation with Hugh Fox, chairman of the Westchester County Conservative Committee and Fox doesn’t take anything lightly. Fox is the guy who ran with it."

Now the flip flopping knuckle Dragging Gavone Sam Terenzi says,"I hope the people in town who keep giving Gene Branca money keep giving him money.”

Plus discounted daytime parking, free parking on the Wednesday and Friday fireworks nights at Playland and discounted parking during the pre- and post-season period in April, May and September.

Now back to the taxpayer funded pre-election letter. All we know is they are sending it to all the households in Port Chester, Rye City, Rye Brook and Rye Neck sometime in May.

They could have sent Rye Town Roundup, a copy of the letter and we would have printed it for free, saying Rye Town tax payers thousands of dollars..

Maybe Joe Carvin has not written the taxpayer funded pre-election letter yet?

Maybe the heightened suspense will keep everyone talking about how Rye Town Supervisor couldn't stay with in his million dollar park commission budget.

Rye Town Park Prepares For Possible Rye City Audit At April 26th Budget Showdown

Problems at Rye Town Park came to a head several months ago when a projected annual deficit of around $40,000 in September swelled to more than $140,000 in December during the three months when the park was basically closed.

That amount included more than $50,000 in unemployment insurance. Mayor French maintained that kind of last minute "surprise" made balancing a budget unpredictable, and he and Joe Sack, a Rye City Council and Rye Town Park Commission member, insisted that kind of inaccurate financial forecasting had to be addressed before they would vote on the $1 million-plus budget for the upcoming season.

In terms of the park's finances, Rye Citizens Finance Committee member Paula Schaefer has suggested several streamlined accounting procedures such as regular monthly financial reports, which would be available to the Commission on a regular basis. That would help do away with mismanagement and unpleasant surprises.

The Commission will next meet on April 26 at Rye Town Hall in Port Chester to discuss all these issues and vote on the park's 2011 budget.

Mayor French is demanding an audit the park's accounting practices, after a review by the city's finance committee.

Rye Town Park operating at a loss and that loss has to be covered by both the town and city of Rye. The Rye Town Supervisor Joe Carvin's 2010 park budget missed its projections by more than 10 percent.

Mayor French said an operating loss of $62,000 was originally projected for 2010, but commission members were told in January that it would be $142,000.

The total operating budget for the Rye Town Park is approximately $1 million.

Paula Schaefer, who ran the review for the city's financial committee, presented her findings to the City Council Wednesday. She concluded that the Carvin administration could benefit from updating Rye Town Park's records as the year goes along, rather than just totalling certain budget lines at the end of each year.

Another change, which could take longer, would be for Rye Town Supervisor Joe Carvin to change the status of the park's employees to "seasonal." Such an adjustment would prevent those workers from claiming taxpayer funded unemployment benefits, which results in an Rye Town Park added cost,

Mayor French said the basic accounting changes could be implemented relatively quickly if Rye Town Supervisor Joe Carvin is willing to make the needed changes.

Otherwise Rye will have to demand a full audit of the Carvin administration's management of Rye Town Park.

This is just government inertia on behalf of the Carvin administration, and the City of Rye has decided that they need to change this, in order to protect property owners from Rye Town Park deficits.

Longtime editor of Advertising Age Fred Danzig died Thursday. He joined Advertising Age in 1962 as senior editor in the New York bureau, became executive editor in 1969 and served as editor from 1984 until 1994, retiring in 1995. He was 85.

He was known as a sharp observer of the industry and a fierce competitor when it came to breaking news. But he was equally known as a gentleman, full of energy and quick with a cheerful word.

"Fred was a news guy -- he was the TV reporter at the old UPI -- and he loved nothing better than chasing big stories and later mobilizing the troops for an all-court press on Friday, our deadline day," said Ad Age Editor in Chief Rance Crain....

....Among the big Ad Age scoops of his day: in 1986 breaking the news of the "Big Bang," when three large agency networks, BBDO, Doyle Dane Bernbach and Needham Harper, merged to form Omnicom. And in 1992, under Mr. Danzig's leadership, Ad Age ran a bold editorial titled "Old Joe must go," arguing that R.J. Reynolds Tobacco Co. should stop using the cartoon character to help sell Camel cigarettes. The company pulled the campaign five years later.

Prior to coming to Ad Age, Mr. Danzig was a reporter for UPI. He was the first entertainment reporter to interview Elvis Presley, when Mr. Presley early in his career made a trip to New York, and he amassed an extraordinary collection of the singer's early 45s.....

In 2005, as Ad Age celebrated its 75-year anniversary, he penned a piece recalling his memories and Ad Age's role covering the industry during the time he was an editor, including a trip to Moscow to present an advertising workshop just as the Cold War was winding down.

For Now Rye City And Rye Book Residents Can Only Use Air Horns And Pepper-Guns As Deterrents

Nervous Rye City and Rye Brook residents say they want more done to keep the animals from attacking pets and children as they did last summer.

On Friday, officials were arming themselves with air horns at the Rye Parks Department as police continued to patrol with anti-coyote pepper-ball guns.

The state says the communities of Rye and Rye Brook — the scene of disturbing coyote encounters last summer — can harass the animals this year but may not trap them again unless the coyotes resume problem behavior.

"Why wait? Why wait? If we had a coyote problem last summer we could easily have one this summer," Rye Brook resident Steve Orsini says in a news radio report.

Last summer coyotes killed a dog and attacked two children in a display of aggressive behavior that was as unusual as it was alarming.

In response, police trapped and killed several of the animals.

But so far this year coyote sightings are down to roughly one a month since January. The state Department of Environmental Conservation said that's not enough activity to warrant a trapping permit, but you can't find anyone in the City of Rye and the Town of Rye who believes the problem has gone away.

The mayor of Rye said he needs a little help.

"We want the public to call the police department and notify the police of a sighting so we can start to monitor where they are and then we can go back to the DEC and see if we can get a permit. I'd like to have every tool possible," Douglas French said.

Rye Town Supervisor Joe Carvin could not assist in the coyote elimination efforts, because he foolishly eliminated the $2,000 Rye Town Police Commissioner's position.

The Rye Town Court is located within the Village of Port Chester and has jurisdiction in Port Chester, Rye Brook and the Rye Neck section of Mamaroneck.

Pursuant to the provisions of the Town Law of the State of New York the court has two elected justices. Prior to entering upon the duties of office, each town justice must take and subscribe a constitutional oath which is filed with the municipal clerk and also with the Office of Court Administration of the State of New York.

Each judge sits on the bench one day per week to cover criminal and civil matters and one night per month to hear vehicle and traffic or small claim cases. Judges are on call 24 hours per day to arraign any person who has been arrested.

The Town Judges are Judge John B. Colangelo and Judge Anthony M. Provenzano

There is a complete staff, one court clerk and two assistants to cover this busy court. In addition there are certified foreign language interpreters at each Court Session.

The court handles thousands of cases a year. Local criminal courts have trial jurisdiction over all offenses other than felonies. Civil and small claims jurisdiction up to a monetary amount of $3,000.00.

Crazy Bernie and his wicked little son Richard argued that Bernie's First and Fourteenth Amendment rights were breaches by a lawsuit against him for unpaid property taxes after he wrote columns criticizing town officials.

The dim witted Judge denied the Town's judgment, finding that Bernie offered sufficient evidence for a jury to find in his favor.

So If you want to cheat your neighbors and school children and make them pay higher property taxes, start a newspaper and attack the local officials that are responsible for making you pay your fair share of taxes.

Bernie cried to the judge that he was the only he was sued sued by the town for property taxes during the period. Hey if another government body would have called a dropped a dime in a tax cheat, they would have been happy to take that good for nothing low life to court too.

The sad part is that Bernie Abel had a long history of not paying his taxes in Port Chester and Rye Town and was know for decades as Bernie "I forgot To Pay Over 100 Property Tax Bills" Abel and his son was know as Richard' My Daddy Gave Me This Newspaper After He Cheated School Children By Not Paying His Taxes" Abel

While Joseph Carvin was running for to be the new Rye Town Supervisor he was constantly seen at the Port Chester Diner and at the Westmore News offices make strategical campaign decisions and coordinating with Bernie "I Forgot To Pay Over 100 Property Tax Bills" Abel.

In an article published on August 22, 2003 in the Westmore News, Bernard "I Forgot To Pay Over 100 Prperty Tax Bills" Abel, wrote an article as part of his regularly featured column called "The Town Crier. The article was entitled "Borrelli on par with Marie Antoinette" (referring to Rye Town Councilman Mike Borrelli), was written by the tax cheating Abel during a heated local election in which he was seeking to chose the politicians who would control of the Rye Town Board.

Under a subheading, entitled "Who is the real Mann?", Abel, who was laughing all the way to the bank, wrote about Rye Town Attorney Monroe Yale Mann, as a "political hatchet Mann" and "one of the biggest powers behind the throne" in the Town of Rye government, because the Town Attorney had tried to collect Bernie's unpaid back taxes on behalf of the school children of Rye Town.

Abel wrote that "Mann pulls the strings" and questioned whether the Rye Town Attorney who had taken him to court for tax cheating was "leading the Town of Rye to destruction."

The Rye Town Attorney took Greedy Bernie Abel and Westmore News, Inc., to court argueing that the statements contained in the article were false and published with actual malice.

Bernie Abel and the Westmore News moved to dismiss the complaint, contending that the action was filed in bad faith to chill the exercise of protected free speech and that the suit was frivolous. The Rye Town Attorney moved for summary judgment on the complaint.

The Westmore News Inc.opposed the motion and cross-moved for summary judgment asserting that the article contained only expressions of opinion by Greedy Abel

The Supreme Court denied both motions on the ground that there were disputed issues of fact, and did not address whether the article constituted protected opinion. The parties were directed to proceed to trial.

Now that the Judges were out of the way, Bernie "I Forgot To Pay My Property Taxes" Abel had to face a jury of his peers at a trial. When all the facts were laid out the the jury found that the statements in the article were defamatory and that defendant Westmore News had published the statements either with the knowledge that they were false or in reckless disregard of their truth or falsity. The jury awarded Mann $75,000 in compensatory damages against Westmore News and punitive damages against both Westmore News and Abel in the amount of $15,000 each.

The Greedy Tax Cheating Bernie Abel Hit the roof and ran back to court appealed, arguing that the statements were constitutionally protected opinion.

The Appellate Division upheld the jury's determination and said that Bernie Abel and the Westmore News Inc.had defamed the Rye Town Attorney, and concluded that the Rye Town Attorney was entitled to compensatory damages. The court dismissed the punitive damages awards and ordered a new trial unless The Rye Town Attorney stipulated to a reduction in the compensatory damage award, which he did, leaving in place only the defamation award against Westmore News Inc.

But Greedy Tax Cheating Bernie Abel and his wicked little thieving son Richard Abelwere not satisfied they then went back to the State Supreme Court and argued that even though the statements printed in the Westmore News were knowing false and defamatory they were protected speech, because tax cheating Bernie Abel's false and defamatory statements appeared on an "opinion" page.

In other words the Abel's and the Westmore News Inc. Basically Argued We can knowingly lie as long and not be held responsible if we do it on the opinion pages of the Westmore News.

The Dim Witted Judges Agreed With Bernie Abel who has made a career out of cheating school children out of sorely needed tax dollars.

But, Tax Cheating Bernie Abel Always Hated Paying Tax Dollar's For School Children He Even Tried To Stop The formation of the Blind Brook School District and the building Blind Brook High School, because he was afraid he might have to pay a few more buck for the children of Rye Brook. Greedy Bernie repeatedly slammed Blind Brook families saying their proposed high school was "Elitist".

Rye Town Supervisor Joesph Carvin let the tax cheating Bernie Abel off the hook for his knowingly false and defamatory articles in support of the Carvin campaign.

In fact, Good Ole Joe Carvin was so happy with the Westmore News articles that had been repeatedly found to be knowingly false and defamatory, he gave the newspaper a massive cash payout of tax dollars from the property owners of Port Chester, Rye Brook And Rye Neck,

Of coarse, The Greedy Abel Clan Had No Shame, They Threw A “Free Speech Party” And Invited The Carvin Administration, as well as, clueless Westmore News subscribers and some relatives looking for a few crumbs from the Joe Carvin Windfall.....

Who can forget how Bernie's apartment buildings mysteriously burned to the ground on Willow Street just before the Town Of Rye and the Village of Port Chester took them over.

Later it was learned that one of Bernie's real estate corporations sold an another apartment building to his wife for $100 and the Town of Rye and the Village of Port Chester soon discovered that they a corporate shell with no assets owed them scores of property tax bills.

Rye Town Roundup has always been proponent of free speech, America is built on the idea that there is a natural conflict between government and the press. That conflict benefits the people. But when an unethical rouge newspaper publisher like Richard Abel snuggles up in bed with a politician like Joe Carvin, then it's the taxpayers that get screwed.

God Knows The Schools In Port Chester, Rye Brook And Rye Neck Could Use The Cash.

A Newspaper Is Supposed To Be Funded By Advertising Not By Hustling Honest Hard Working Taxpayers and by making sweetheart deals with ambidextrous politicians.

You didn't see Joe Carvin And The Rye Town Republican Patronage Machine Strategizing And Coordinating With The Owner, Publisher And Editor Of The Journal News Repeatedly At The Port Chester Diner During The Last Rye Town Election.
