Monitor says 6 NY towns may have zoning problem

He told county lawmakers Wednesday that he found potential problems in Harrison, Larchmont, Lewisboro, North Castle, Pelham Manor and Rye Brook. The mayors of Rye Brook and Larchmont said they would meet with Johnson.
